Oceanside Pier Demolition
The western end of the landmark Oceanside Pier was damaged by a fire in early 2024, which affected the former Ruby’s Diner and Brine Box structures, as well as the surrounding pier decking. The current pier opened in 1987. Its predecessors were destroyed by raging surf in 1890 and 1902.

Ninyo & Moore provided demolition and hazardous building materials (HBM) abatement oversight services for the Oceanside Pier Demolition Project. The affected portions of the structure were not structurally sound and, due to this condition, an asbestos-containing materials (ACM) survey could not be safely conducted prior to demolition and rehabilitation work at the site. Following coordination between the City of Oceanside and the San Diego County Air Pollution Control District (APCD), demolition activities were to be allowed without a survey; however, air monitoring and sampling of debris materials were to occur during demolition. Ninyo & Moore’s demolition and HBM abatement oversight services included air monitoring during demolition/abatement activities, bulk sampling of suspect debris materials during demolition/abatement activities for waste characterization, and preparation of close-out documentation following completion of demolition/abatement activities. These services were provided as part of our on-call contract with the City.
